If you send emails that look fine to you, sometimes they can look like this for external parties.

Notice the title has the correct characters, but the body does not.

The problem stems from writing HTML emails using desktop outlook and having the wrong settings.

The solution is simple, open this dialog; file-> options-> advanced

Change preferred encoding for outgoing messages to utf-8, which is the correct code for HTML emails.
